Stipendium Hungaricum Scholarship Program 2025–2026

 

Since 2016, Georgian citizens have been eligible to apply for the Stipendium Hungaricum program — a scholarship established by the Government of Hungary in 2013, under an intergovernmental agreement between Georgia and Hungary.

Under the latest Memorandum of Understanding signed in 2023 between the Ministry of Education and Science of Georgia and the Ministry of Foreign Affairs and Trade of Hungary, up to 80 Georgian citizens are funded annually.

 

 

Program Objective

The program aims to:

  • - Facilitate access to higher education in Hungary for Georgian citizens;
  • - Train qualified professionals with skills aligned with labor market needs;
  • - Contribute to Georgia’s economic, social, and cultural development through international education.

 

 

Scope of Funding

Scholarships are available for the following academic levels and program types:

  • - Bachelor’s, Master’s, One-Tier Master’s (OTM), and Doctoral programs;
  • - Non-degree programs (e.g., language courses);
  • - Semester-long exchange programs;

In addition:
From 2024, the Government of Georgia offers a merit-based Academic Excellence Grant for Stipendium Hungaricum recipients with high academic performance. The LEPL - International Education Center (IEC) announces this optional grant each semester.

 

 

Eligibility Criteria & Required Documents

 

Eligible applicants:

  • - Citizens of Georgia or holders of a neutral ID and/or travel document;
  • - Applicants who meet the requirements of both the IEC and the Tempus Public Foundation (TPF);
  • - Programs are open for all degree levels, depending on prior education.

 

 

Application & Selection

Applications are required to be submitted in both electronic systems:

Selection process:
A three-stage selection process is conducted by a joint Selection Committee consisting of Georgian and Hungarian representatives:

  1. Stage I – Technical check of applications by IEC;
  2. Stage II – Content evaluation by the Evaluation Committee;
  3. Stage III – Interviews with shortlisted applicants.

The list of nominated candidates is submitted to Hungary’s Tempus Public Foundation.

The final decision on awarding scholarships is made by the Hungarian side.
